Professional Experience / Bio

Ellen practices in the areas of land use, environmental, and real estate law, including all aspects of real estate transactions.  This includes, among other things, pre-purchase due diligence, entitlement of land, and the purchase and development of property. She often serves in a strategic management role of consultant teams on large and complex real estate projects and has negotiated development orders, development agreements, transportation and school concurrency agreements, mitigation agreements, and other documents establishing development rights.

Ellen also represents private landowners in obtaining federal, state and local permits associated with wetland impacts from construction projects and with creation of wetland mitigation and conservation banks.  As such, she routinely appears before municipal, county, and other local state governing bodies, including water management districts, to obtain permits and other approvals for clients.  These clients include homeowners associations (HOAs), commercial property owners associations, community development districts, and condominiums.

Though Ellen is a member of Rogers Towers’ Regulatory and Real Estate Departments, it is not uncommon for her to jointly work with the Corporate & Business Transactions, Litigation, and Labor & Employment Departments at Rogers Towers to help clients on due diligence matters through post-purchase horizontal and vertical development and other types of complex real estate matters.
