Hayden is a member of the Rogers Towers Government and Regulatory Law and Real Estate Departments, specializing in land use law, governmental relations, and transactional real estate. He represents a diverse range of clients, including landowners, developers, builders, businesses, lenders, buyers, investors, families, and individuals in Jacksonville, across Florida, and throughout the country. His clients vary from national corporations undertaking large development projects to private individuals seeking guidance on zoning issues. Hayden emphasizes the importance of engaging his services early in the planning stages to ensure tailored, effective solutions. By collaborating closely with clients and their experts—such as engineers, planners, and architects—he offers comprehensive support throughout the development process.
Hayden’s extensive experience includes land use planning, zoning, concurrency, impact fees, exactions, and related permitting matters. He is adept at handling easement abandonments, right-of-way closures, parcel and lot splits, and public-private partnerships, including negotiating development agreements with public entities. His expertise also covers conservation easements, land use litigation, administrative hearings, and state and local government lobbying. Hayden is well-versed in navigating complex governmental processes related to legislation, regulation, and land entitlements.
In addition to his land use and governmental relations work, Hayden collaborates with the Business and Corporate Transactions Group to provide a holistic approach to investment property purchases, helping clients better protect their investments. He also advises on property tax matters, coordinating with the Property Appraiser’s office to reconfigure real estate parcels and challenging property tax assessments when necessary. When clients feel they have been treated unfairly by regulating bodies, Hayden explores litigation options, whether it’s appealing a denied rezoning or addressing broader issues.
Hayden has a huge appreciation for protected lands and conservation. While it may seem counterintuitive that he devotes time to representing clients in developing real property, Hayden believes there is a balance to strike in every project. While there are always many different interests involved, Hayden finds that the key to the best solution is finding the right compromise that works for all parties.
