Duggan is the chair of the firm’s Governmental and Regulatory Law Department whose practice focuses on land use, zoning, permitting, developments of regional impact, concurrency approvals, governmental relations, general legislative matters, special acts (“J-Bills”), charter amendments, and property tax valuation challenges.
Duggan was recently recognized by NAIOP of Northeast Florida, the region’s commercial real estate authority and trade association, at its Annual Awards & Celebration event with a Distinguished Service Award. The award recognized Duggan for his accomplishments at the local, state & national levels of government where he worked on legislative issues affecting the commercial real estate sector.
