Procurement and Governmental Contracts

Rogers, Towers provides a full range of services to help its clients successfully compete for local, state, and federal government contracts. These services include:

Governmental Relations/Lobbying:  Many RFPs, RFQs, and bid solicitations are preceded by legislative and policy discussions at various levels of government.  Rogers Towers has a long history of relationships with government agencies and authorities and is often an active participant in that policy-making process.

Review of Bid Documents and Applicable Procurement Laws and Preparation of Proposals:  We have extensive experience in assisting clients in the preparation of proposals which are responsive to RFPs, RFQs, and bid solicitations and are consistent with agency policies and applicable procurement laws.

Bid Award Protests/Administrative Process:  All procurement laws provide for an administrative process in which the government agency or authority can hear and review protests of bid awards.  We are well versed in the applicable laws and processes for agencies and authorities in northeast Florida.

Bid Award Challenges/Litigation:  We also have successfully handled many court challenges of unlawful bid awards.

Contract Administration:  Once contracts are awarded, we have assisted clients in the administration of the contracts, including any disputes with the agency or with subcontractors.

Establishment of Women and Minority Business Enterprises, Section 8(a) Set Asides, Mentor-Protégé Agreements, etc.:  We have helped many clients in the establishment of entities or relationships which meet agency guidelines for receiving preferences in the bid award process.
